Eastern Ontario Basketball (EOBA) is committed to fostering a safe, and inclusive environment for athletes across the region to access the sport of basketball. In accordance with the policies and codes of conduct created by the national sporting body (Canada Basketball) and the provincial sporting body (Ontario Basketball), all athletes, coaches, team officials, and spectators are expected to adhere to the following rules and regulations at all times:

Policies & Procedures

Prior to the start of each season, team official and club administrators are expected to review, and familiarize themselves with the policies and procedures set forth by Canada Basketball and Ontario Basketball. Each policy has been ratified and approved by the respective provincial & national sporting bodies which govern play in Eastern Ontario. Disciplinary Committee Members

Breaches of any policy, or code of conduct are subject to review from the Eastern Ontario Disciplinary Committee, and may lead to suspensions, fines, and/or the completion of additional safe sport course work depending on the nature of the violation. The Disciplinary Committee is comprised of 3 members at large, nominated by Eastern Ontario clubs in good standing with the provincial sporting organization, and ratified by the Eastern Ontario executive committee.

Each member serves a 1 year term, and can be nominated for re-election at the conclusion of the season by the Eastern Ontario executive committee. In the event of a conflict of interest, committee members will be required to recuse themselves from the process so as to ensure a fair and unbiased review. The 2025-26 Disciplinary Committee is composed of:

Process & Responsibilities

Participating organizations are responsible for adhering to the policies and procedures as laid out above. Any questions or concerns should be expressed in writing to info@dynessports.com prior to taking part in any sanctioned events.

Should an incident occur on or off the court, participants are expected to follow the guidelines below within the timeframe laid out:

i) Please alert your club President or designated club executive member of the incident in question so they are aware of it. This should be done immediately.

ii) In the event of an incident, or mandatory ejection (ex: receiving 2 technical fouls in 1 game), teams have 24 hours to submit the incident to the disciplinary committee for review. This should be done electronically so there is a timestamp of the submission, and can be submitted via the Incident Report Form (also found under the fair play tab above).

  1. The head coach of the team who was involved in the incident can designate any member of their staff to submit this form on their behalf. However, it is ultimately the head coach's responsibility to ensure the report is submitted in a timely manner.
  2. Reports not submitted within a 24 hour time frame carry an automatic 1 game suspension for the head coach.

iii) All incident reports received will be reviewed by the disciplinary committee. The committee will reach out to the appropriate board of officials, each team involved, and any gym/facility captains to gather additional information and accounts of the incident in question.

iv) Once the report has been reviewed, and accounts have been gathered, the committee will issue a ruling on the matter, in accordance with the policies and procedures as laid out by Ontario Basketball. That ruling will be deemed final, pending an appeal from the affected parties.

v) Any clubs, teams, or individuals who wish to appeal a decision made by the Eastern Ontario Disciplinary Committee must include:

  1. A signed letter of support for the appeal from the respective club President outlining why they believe the ruling should be reviewed. That letter can be sent electronically here.
  2. A $100 bond, made payable to Eastern Ontario Basketball. That bond can be sent electronically to the league Treasurer, Deb Morris here. Please include "Appeal Bond For..." in the notes section, with reference to the incident in question. Should your appeal be successful, the $100 will be returned to the club. If it is unsuccessful, the bond is forfeited.

Please Note: Any appeal should include additional information, not already presented when the disciplinary committee initially gathered statements from the club/individual in question. If the appeal consists simply of a restatement of the facts already presented, it is highly unlikely to be successful.

vi) If an appeal is made, but the ruling is upheld, the decision at the EOBA level will have been deemed final. If the affected parties are still not satisfied with the outcome, they can appeal this ruling directly to Ontario Basketball. This appeal MUST come from a club president, and not an individual party. Once OBA has reviewed the matter and issued a ruling, that ruling will be binding.

vii) Any incidents which are reviewed, and carry a suspension with them come into effect immediately. Players/Coaches/Officials are not able to choose which games they sit out, they must be the team's next sanctioned games. Sanctioned games include: EOBA league play, OBL league play, OBA G-Elite league play, or OBA sanctioned tournament games. Games not sanctioned by Ontario Basketball (ex: scrimmages, exhibition games, games outside of Canada, games in a non-sanctioned league or tournament etc.) do not count towards the suspension.

viii) When a suspension is served, it should be clearly marked on the game sheet, that has been signed by carded officials. A photo or scan of the game sheet should then be submitted back to the disciplinary committee via the Suspension Tracker form. Please write the player/coach/team official's full name, and length of suspension underneath your roster prior to the game, and alert the referees on site that someone is sitting out.

In the event of a multiple game suspension, copies of each instance of the individual serving the suspension must be submitted for tracking purposes.

ix) Once the individual has served the full length of their suspension, and game sheets have been submitted to verify this, the affected party will be deemed in good standing, and can resume sanctioned game play with their team.

x) In the instance of repeat offenders (i.e. individuals who have a documented record of incidents that resulted in warnings and/or suspensions), the disciplinary panel reserves the right to increase the suspension beyond what is listed in the Fair Play Schedule A/B as they deem appropriate.
